Requirements

Age and place

Any person eighteen years of age or older who resides in Connecticut or has a principal place of business in Connecticut may apply. The official Notary Public Manual states the same.

Term

Five-year commissions. Terms expire on the last day of the month of original appointment.

Fee (as posted)

New commission $120, non-refundable. Renewal $60. Active state employees applying for official-duty use may attest on question 18 so the fee is waived (subject to audit). Name-change certificate $15 as posted.

Exam

The application contains an examination on the Notary Public Manual. You must answer each question correctly before a commission is issued. The exam is completed under oath.

Character and writing sample

New applicants and reinstatements upload a Jurat and Writing Sample (handwritten by the applicant; jurat sworn before someone authorized to administer an oath) and a Certificate of Character completed by a public official or reputable business or professional person, unrelated to you, who has personally known you for at least one year.

How to get started

1. 01

   Read the official Notary Public Manual

   The licensing page says the exam tests that manual. Public Act 23-28 (remote notarial acts) took effect October 1, 2023; the manual was updated for it.

2. 02

   Complete the jurat, writing sample, and certificate of character

   The SOS says an incorrect or incomplete jurat and writing sample is the most common delay.

3. 03

   Apply on eLicense.ct.gov

   Register an account, then Online Services → Initial Application → Notary Public Certification. Pay $120 by card or ACH. Lapsed commissions cannot use the new-applicant path — email [email protected] for reinstatement.

4. 04

   Take the oath and record within 30 days

   After the certificate of appointment arrives, take the oath and record the oath and certificate with the town clerk of your residence (or, if a non-resident, the town of your principal place of business) within 30 days of receiving the certificate. Town clerks may administer the oath.

5. 05

   Register on StampSide

   After you use the Connecticut Secretary of the State site, create a public page: photo, where you work, and how clients reach you. Share the URL on emails and invoices. The page stays unpublished until a commission is on file.

Processing time

The Secretary of the State licensing page says you typically receive the new notary certificate by email in 3–5 business days after approval.

Public Act 23-28, An Act Concerning Remote Notarial Acts, was signed June 12, 2023, and became effective October 1, 2023. The SOS says the Notary Public Manual was updated for that act.
