Qualifications

DORES application PDF: New Jersey resident, or a resident of an adjoining state who maintains or is regularly employed in an office in New Jersey; 18 or older; not convicted under state or federal law of an offense involving dishonesty, or a crime of the first or second degree.

Education and exam

The official Notary Public Exam page: state law requires a notary education course and a test. Read the New Jersey Notary Public Manual, watch the entire Manual Training Video series, attest that you did both, and pass the online exam. Attorneys skip the exam step on that page and go to registration. Renewing active notaries are not required to take the exam; if the commission has been expired more than 30 days you are treated as a new applicant and must take it.

Legislator endorsement

The application must be endorsed by a member of the New Jersey State Legislature. Online applications are endorsed electronically; paper applications must be endorsed before filing.

Fee (as posted)

$25 non-refundable to Treasurer, State of New Jersey, plus a $5 convenience fee if filing online (Notary FAQ). Paper: DORES, Notary Public Section, PO Box 452, Trenton, NJ 08646.

County oath

After DORES processes the application they mail a Commission Packet. Take it to the county clerk where you reside (or, if a non-resident, where you are employed in New Jersey) within 90 days and swear the Oath of Office. FAQ: $15 to the county clerk for recording the oath.

How to get started

   Read the manual and watch the SOS training videos

   Then start a New Commissioning Application on the Notary Public Exam site and pass the exam (unless you are a New Jersey attorney on the path that page describes).

2. 02

   File the application with legislator endorsement

   Online through NPAFS or paper form. Non-residents complete the New Jersey office line and attach an employment affidavit.

3. 03

   Appear at the county clerk within 90 days

   The FAQ says a properly completed paper application yields a commission certificate and oath qualification within 30 days of filing with DORES. You are not commissioned until the county oath is taken.

4. 04

   Register on StampSide

   After you use the New Jersey Division of Revenue (Treasury) site, create a public page: photo, where you work, and how clients reach you. Share the URL on emails and invoices. The page stays unpublished until a commission is on file.

Processing time

The DORES application PDF says that if the paper form is properly completed, they mail the commission certificate and oath qualification within 30 days. You then have 90 days to swear the oath at the county clerk.
