Notaries in Washington are commissioned by the Washington Department of Licensing. Apply there first. StampSide is a public page after you have used their process. The DOL hub explains that they license notaries and lists phone (360-664-1550), email [email protected], and mailing addresses. It does not publish age, exam, or bond on that page.
